《意见》指出，基本养老服务在实现老有所养中发挥重要基础性作用，
推进基本养老服务体系建设是实施积极应对人口老龄化国家战略，
实现基本公共服务均等化的重要任务。

inclusive and bottom-line services provided by the state directly or through certain means to support relevant subjects,
which are aimed at achieving the necessary basic, inclusive and bottom-line services for the elderly, including material help,

adjusted according to economic and social development,

基本养老服务的对象、内容、标准等根据经济社会发展动态调整，
